None of the valves for me turned more than once. While I'm sure there's a "solution" to this, it's really just running around and turning valves till you find the right ones and the thing opens. You don't have to worry about finishing this before doing the quest / event down here...you don't get automatically kicked out (though most of your party will if you get too close to the place you entered in from after the event is over, it's no big deal if this happens). Throughout this small area of the ship you'll see a number of valves (wheels) that show up as interactive when you press the tab key but for which you can't click on to do anything with them. These are all part of the quest/puzzle but the quest/puzzle has to be "activated" first before any of them are usable.

In the upper area your party will give the "hey I found something" identifier and you'll get a message that there appears to be a crate in one of the pipes behind bars. That's the "ending" of the puzzle. (The second picture above). Note the highlightable valve near here...this is the last one you'll turn.

The beginning of the puzzle is in the room behind the strikers. You will have to put down the rebellion in whatever way you're comfortable doing so. Once the event is complete and the problem is "solved", you'll have access to the room the rioters/strikers were standing in front of. In that room is where this valve "puzzle" begins. Once you go up to the valve in that room (Picture 1 above), you'll get a marker that lets you work with the valve. Save the game and interact with this valve and it will start the puzzle, activating all the rest of the valves in the level. One (and only one) valve somewhere on the level will do anything...the others will all tell you "Nothing happened, try a different valve". You can't screw this up by turning valves in a wrong order, so just go to each valve you find and turn it till one doesn't give you the "try another" message. Once you find one that works, you'll have to find the "next" valve that works, which could be one of the ones that wouldn't work before. It'll take something like 4 or 5 valves before you can turn the "final" valve next to the pipe that your party found the hidden item in. When you complete this the pipe opens up and there's a lootable crate in the pipe that you can interact with.

You have to interact with the valves multiple times in order to fully turn them. Once the correct ones are turned, turning the valve right next to the container will unlock the gate.

Right next to the valve with the container, proceed through the door and go into the room with two valves. You need to turn the one situated in the middle of the room multiple times, then go back to the container valve and turn that one.
